
Conor Hannigan is a civilian officer in NATO’s Defence Investment division, which is responsible for creating the conditions for the development and delivery of interoperable defence capabilities.
Conor joined NATO in 2019, originally working on the maritime capabilities file and helping explore and develop new methods for financing defence investment, including venture and multilateral lending models.
Currently, he is responsible for advising Allies in their governance over NATO’s Agencies, as well as on supporting development of trusted autonomous and unmanned defence technologies. This includes coordinating the execution of NATO’s Autonomy Implementation Plan.
He holds an MA in International Relations from King’s College London.
